Raeid Saqur is a UKRI Postdoctoral Research Fellow (Global Talent) at the Mathematical Institute, University of Oxford. He obtained his PhD in Computer Science from the University of Toronto and the Vector Institute for Artificial Intelligence, with visiting doctoral research appointments at Princeton University as a Fulbright Scholar and at the University of Oxford as a Michael Smith Foreign Study Fellow.

His research has been published at leading venues including NeurIPS, ICLR, and ICML, and he has received numerous competitive awards spanning academia and industry. These include the Best of IBM award, the Peter F. Drucker Effective Executive Scholarship, and multiple international research fellowships. Complementing his academic training, Raeid holds an MBA from the Rotman School of Management, where he graduated top of his class as a Bregman Scholar.

At DataSig, his current work focuses on mathematically principled learning systems for reinforcement learning and large language model agents operating on streamed data, bridging theory, computation, and real-world deployment.
